The roster is going to be structured according to the Broncos’ offensive personnel trends, and I think they will use some two-tight end formations this season but perhaps not as much as in years past.
The group of Heuerman, Butt, and Fumagalli is a versatile one, all offering the ability to play in-line as blockers and also help the team in the passing game.
The Broncos can keep an emergency tight end on the practice squad in this scenario.
