The Broncos can afford to pay Cousins what he wants. They will make him a fair offer. They aren’t going to low-ball him and expect him to just come to Denver just because.
The reasons I’ve listed in this post are all enhanced by the fact that the Broncos can make Cousins an offer he won’t want to refuse financially.

The Broncos will be aggressive in pursuing Cousins, and they will respect the fact that he’s a big time free agent.
Giving out fully guaranteed contracts is something John Elway has done before.
When Peyton Manning signed his five-year, $96 million deal in 2012, that contract was fully guaranteed as long as Manning passed a physical every year.
That was never a problem, and was actually Manning’s idea to include in his contract. He wanted to earn that cash.
The Broncos have experience giving out this kind of contract, and they know how to make it work building the roster elsewhere with a quarterback taking up a large chunk of the cap.
They can make this work, and I think this will be critical in getting Cousins on board.
